Police Warn of Rising Pickpocket Thefts at Toronto Premium Outlets, Release Suspect Video

Police in Ontario have issued a warning to shoppers after a surge in organized pickpocket thefts at the Toronto Premium Outlets, with authorities releasing surveillance footage showing how suspects carry out the crimes.

According to Halton Regional Police Service, at least 45 theft incidents have been reported at the busy outlet mall so far in 2026, with more than 70 mobile phones stolen since November 2025. 

Investigators say the thefts are being carried out by organized groups using distraction techniques. In many cases, multiple suspects work together to divert a victim’s attention while another quickly removes valuables such as phones, wallets, or bags.

Police have released video footage from an April 11 incident showing three suspects inside a store. In the video, one individual follows a shopper, discreetly removes a phone from her jacket pocket, and conceals it using clothing, while another suspect blocks the victim’s view and a third appears to act as a lookout. 

Authorities noted that these crimes happen very quickly and are often difficult for victims to notice until it is too late. Officers emphasized that the groups are highly coordinated and often target shoppers who are distracted or using their phones.

In a separate incident on March 22, police arrested two suspects shortly after a theft was reported. A 35-year-old man from Toronto and a 33-year-old woman from Montreal have both been charged with theft-related offences. 

However, investigators are still searching for additional suspects involved in other incidents and are asking members of the public to assist in identifying those shown in the released video. 

Police are advising shoppers to remain alert, keep personal belongings secure, and avoid leaving valuables easily accessible in pockets or bags while shopping in crowded areas.

The rise in pickpocket activity has raised concerns about safety in busy retail environments, particularly as organized theft groups continue to operate in high-traffic locations. Authorities say public awareness and vigilance will play a key role in preventing further incidents.

As investigations continue, police are urging anyone with information to come forward, emphasizing that quick reporting can help identify suspects and reduce the risk of additional thefts.
