UN Security Council Set to Vote on U.S.-Drafted Resolution Endorsing Trump’s Gaza Plan

New York — The United Nations Security Council is scheduled to vote Monday on a U.S.-drafted resolution that endorses former President Donald Trump’s 20-point Gaza peace plan, a move that could significantly reshape the enclave’s post-conflict governance and security.

The resolution, according to a draft seen by Reuters, would authorize an international Stabilization Force to deploy in Gaza, demilitarize the territory, and support reconstruction. It also envisions a transitional governance body known as the “Board of Peace,” tasked with overseeing economic recovery, rebuilding infrastructure, and assisting in the political reform of the Palestinian Authority.

One of the most contentious parts of the draft is its reference to a “credible pathway to Palestinian self-determination and statehood,” contingent on the PA carrying out reforms and Gaza’s redevelopment progressing. This language has sparked fierce debate: while it underscores long-term aspirations for statehood, hardliners in Israel—particularly within Prime Minister Benjamin Netanyahu’s government—have strongly opposed any move that hints at recognizing a sovereign Palestinian state.

Diplomatically, the resolution’s prospects are bolstered by the Palestinian Authority’s endorsement, which significantly improves its chances of passage despite possible opposition. Meanwhile, Russia has floated a competing draft that calls for international force in Gaza but differs on governance terms.

Hamas and allied Palestinian factions have rejected the proposal, arguing it risks foreign control over Gaza and aligns too closely with Israeli interests.

If passed, the vote would lend significant legitimacy to the plan and could encourage countries to contribute forces to the stabilization mission. But key challenges remain — not least securing troop commitments and navigating the complex political dynamics of implementing the Board of Peace.
