The African Democratic Congress (ADC) has announced the formation of a 50-member national policy formulation committee to draft the party’s policy manifesto ahead of upcoming elections, SaharaReporters has learned. The panel will be co-chaired by former All Progressives Congress (APC) National Chairman John Odigie-Oyegun and Professor Pat Utomi, a leading political economist and public policy expert.

In a statement issued on Wednesday, January 28, the ADC said the committee’s mandate is to develop a comprehensive policy framework that will guide the party’s governance agenda and electoral platform for the 2027 general elections.

According to the announcement, the committee includes academics, professionals, former public officials and civil society representatives, drawn from various regions and backgrounds to ensure broad participation in the policy development process.

Odigie-Oyegun and Utomi were described by the party as “well-placed to lead this strategic assignment,” given their experience in governance, policy formulation and national development discourse.

The panel is expected to engage in nationwide consultations, stakeholder engagements and expert roundtables as part of its work to produce a manifesto that reflects the party’s vision for economic growth, security reforms, social development, and institutional strengthening.

Members will also reportedly review existing policy documents, comparative governance best practices and citizen feedback to ensure the manifesto addresses pressing national challenges and responds to public expectations.

The ADC said the panel’s final draft manifesto will be presented to the party’s National Executive Council for review and approval before its formal adoption as part of the party’s campaign platform.
