Canadian Prime Minister Mark Carney has announced a $2.5 billion economic assistance package for Ukraine during a bilateral meeting with Ukrainian President Volodymyr Zelenskyy in Halifax, Nova Scotia, as the conflict with Russia continues and global leaders seek pathways to peace and reconstruction. The announcement highlights Canada’s ongoing role as one of Ukraine’s top international supporters, with nearly $22 billion in total aid already provided since the start of Russia’s full-scale invasion, including over $12 billion in direct financial support, government officials said.
Carney detailed that the new funding will support Ukraine’s access to financing through the International Monetary Fund, enable expanded debt suspension, and provide loan guarantees to multilateral institutions such as the World Bank and the European Bank for Reconstruction and Development to assist with reconstruction, energy security and economic stability. He said the commitment reflects Canada’s commitment to helping Ukraine withstand Russian aggression, rebuild communities, and lay the foundation for a just and lasting peace.
The prime minister and Zelenskyy used the Halifax meeting to reaffirm the strength of Canada-Ukraine relations and coordinate further support alongside European partners, with discussions also touching on broader strategic efforts to deter continued Russian military pressure and support Ukraine’s long-term recovery.
Carney stressed that Canada will continue its steadfast support to Ukraine throughout the conflict and into the post-war period, emphasising solidarity with Ukrainian sovereignty and democratic values amid ongoing geopolitical tensions.
