Nigeria’s Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reportedly traced several high-value luxury properties in Egypt to former Kaduna State governor Nasir El-Rufai, as investigations into alleged financial misconduct during his administration intensify.
Sources familiar with the investigation revealed that the anti-graft agency identified multiple real estate assets located in upscale districts of New Cairo, a rapidly developing area known for luxury residential estates and gated communities.
Luxury Properties Allegedly Linked To Former Governor
Investigators reportedly traced three villas and six apartments believed to be connected to the former governor. The properties are located in some of the most exclusive estates in the Egyptian capital, including Arabella Estate, Banafsek Estate, Oriana Estate, and Cairo Festival City.
Among the properties reportedly under investigation are:
- A villa located at House No. 113 in Arabella Estate, Fifth Settlement area of New Cairo
- Another villa at House No. 18 in Banafsek Estate, First Settlement district
- A third villa at Oriana II Estate near the American University in Cairo
- Four luxury apartments in Cairo Festival City
- Two additional apartments in Oriana Estate in New Cairo
Property analysts say villas in some of these estates are worth between 50 million and 200 million Egyptian pounds, while luxury apartments in the area can cost tens of millions of pounds depending on size and location.
Assets Allegedly Acquired During Tenure
According to investigators, the properties were allegedly acquired between 2021 and 2023, during the period when El-Rufai served as governor of Kaduna State from 2015 to 2023.
The development appears to contradict earlier statements attributed to the former governor. In a 2023 interview, El-Rufai reportedly claimed he owned only one house in Kaduna and insisted he did not acquire mansions or luxury homes.
Wider Corruption Probe
The property discovery forms part of a broader investigation by anti-corruption agencies into alleged financial irregularities linked to the former governor’s administration. El-Rufai has been under scrutiny by Nigerian authorities following allegations that over ₦423 billion in public funds may have been mismanaged during his tenure, prompting calls for investigations by the Kaduna State House of Assembly.
The ICPC has reportedly been analysing property registries, financial records, and ownership structures connected to the Egyptian assets as part of efforts to establish whether public funds were used to acquire the properties.
Former Governor Maintains Innocence
El-Rufai has previously rejected allegations against him, describing the investigations as politically motivated. The former governor has also taken legal action challenging searches conducted at his residence and other actions taken by investigators.
Authorities say the probe is still ongoing and could involve international cooperation due to the foreign location of the properties.
The unfolding investigation marks one of the most significant corruption probes involving a former Nigerian state governor in recent months, as anti-graft agencies continue efforts to trace assets linked to public officials both within and outside the country.
